Authorizes members of the Prepaid Affordable College Tuition (PACT) Program board to participate in board and committee meetings using telephone conference, video conference, or similar communications equipment.

Requires virtual meeting technology to allow all participants to hear each other simultaneously and permit members of the public to listen to or observe meetings.

Virtual participation constitutes presence in person for all purposes, including establishment of quorum, deliberation, and taking action.

Requires PACT board meetings to comply with the Alabama Open Meetings Act, Section 36-25A-1 et seq., except as specifically provided for virtual participation.

Makes nonsubstantive technical revisions to update code language to current style and becomes effective immediately upon passage and approval.
