Recognizes that Dr. Foster briefly attended the University of Alabama in 1956 as a graduate student studying education but was expelled three days later amid hostile protests and death threats.

Notes that the University of Alabama dedicated a campus building in her honor less than one week before her death and proclaimed her a Master Teacher during the dedication ceremony.

Acknowledges Dr. Foster's receipt of an Honorary Doctorate from the University of Alabama in 2019 and her Master's Degree in Education earned in 1992.

Expresses the legislature's deep sadness regarding her passing and extends condolences to her family, recognizing her legacy as a barrier-breaker and dedicated leader whose influence continues to inspire many.
