HJR199 Summary

• Creates the Infrastructure Investment Study Commission to identify disadvantaged and under-resourced communities in Alabama that could benefit from federal infrastructure funding available through the Infrastructure Investment and Jobs Act.

• Commission shall study infrastructure deficiencies, identify agencies and partners to assist communities with grant applications and reporting, recommend projects based on community input, and identify programs through which infrastructure dollars could be distributed.

• Commission membership includes 4 legislative members (appointed by House and Senate leadership), 7 state agency directors, 1 member of the Alabama Onsite Wastewater Board, and 2 civic leaders from disadvantaged communities appointed by the Governor.

• Commission must submit a preliminary report by December 31, 2022, and a final report with findings and recommendations by December 31, 2023, after which the commission dissolves.

• Legislative members receive per diem, travel expenses, and compensation for meeting attendance in accordance with Amendment 871 of the Alabama Constitution.
