• Creates the Joint Legislative Study Commission on Renewing Economic Development Incentives with 15 members including the Lieutenant Governor (chair), state officials, legislative representatives, and business/organization appointees.

• Commission must study economic impact of incentives under Alabama Jobs Act (Article 16), Growing Alabama Act (Article 19A), and other unused or ineffective economic development incentives, including cost-benefit analysis on Education Trust Fund.
