• Extends the 9-8-8 Comprehensive Behavioral Health Crisis Communication System Study Commission through the final legislative day of the 2023 Regular Session, with the commission to dissolve at that time.

• Requires the commission to continue studying 24/7 statewide coverage for 9-8-8 calls, chats, and texts in each county and strategies for technology investment to triage calls and link individuals to follow-up care.

• Directs the commission to examine funding for call center financial stability and sustainability, capacity increases for answer rate improvements, and compliance with National Suicide Prevention Lifeline requirements and Federal Communications Commission rules.

• Mandates the commission to address ways for call centers to maintain local resource listings, ensure linkages to community crisis services, provide follow-up services to callers, and ensure all Alabama residents receive effective crisis behavioral health services.

• Requires the commission to submit a final report with legislative recommendations to the Legislature by or before the final legislative day of the 2023 Regular Session.
