• Establishes procedures for employers to apply to the Department of Labor for seasonal employer status, which requires written determination and application 60 days prior to the seasonal period.

• Defines "active seasonal period" as a regularly recurring period not exceeding six months in which a seasonal employer customarily has at least a 20 percent increase in business operations.

• Excludes seasonal wages from the base period calculation for unemployment benefits during the inactive seasonal period between active periods, if the employee receives reasonable assurance of rehire for the next active period.

• Requires seasonal employers to display the Department's seasonal determination on their premises and provide written notice to seasonal temporary workers prior to each active season, including beginning and ending dates and Department contact information.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
