• Grants a four percent salary increase to all state employees, judicial personnel, and legislative personnel effective the first pay day on or after October 1, 2022.

• Applies to classified and unclassified service employees, hourly employees, and county health department employees whose compensation is paid from state budgets.

• Excludes employees covered by labor agreements or contracts and excludes local supplements provided to judges or other local employees whose salaries are tied to state employees.

• Requires the Director of State Personnel Department, Administrative Director of Courts, and legislative leadership to revise pay schedules and certify changes to the state Comptroller for warrant issuance.

• Does not make appropriations itself; required funding shall be included in annual budget acts for affected entities.
