SB12 Summary

• Eliminates the requirement for Alabama residents to obtain a concealed carry permit to lawfully carry a pistol, allowing permitless carry effective January 1, 2023.

• Repeals restrictions on carrying pistols on wildlife management areas, private property, and in motor vehicles (Sections 9-11-304, 13A-11-52, 13A-11-73, 13A-11-74).

• Revises firearm restrictions at certain locations including courthouses, courthouses annexes, government buildings, detention facilities, and psychiatric facilities, while maintaining prohibitions in buildings with enhanced security measures.

• Removes the presumption that carrying a pistol without a permit constitutes prima facie evidence of intent to commit a crime of violence.

• Protects employees' rights to store firearms in private vehicles at employer parking areas and allows non-residents with valid handgun licenses from other states to carry in Alabama.
