Establishes a $25 service of process fee in Cherokee County's District Court, Circuit Court, Family Court, and Juvenile Court for each document requiring personal service by the sheriff or deputy sheriff.

Creates an additional $25 fee for service or attempted service of papers or documents arising from civil or criminal actions pending or instituted outside Alabama.

Requires court clerks to collect the fees and distribute them to the Sheriff's Law Enforcement Fund established under Code of Alabama Section 45-10-232.

Allows courts to waive fees if payment creates substantial hardship, requiring a verified statement signed by the person requesting service and approved by the court.

Exempts district attorneys, law enforcement, and grand juries from paying the fees; becomes effective on the first day of the third month following passage and Governor approval.
