• Establishes criminal penalties: Class A misdemeanor for first violation, Class C felony for second or subsequent violations within a 10-year period; violations involving false or fraudulent documentation carry the same penalty structure.

• Declares used catalytic converters possessed in violation of the law as contraband subject to seizure and forfeiture; becomes effective on the first day of the third month following passage.
