SB139 Summary

• Revises the distribution of sales and use tax proceeds in portions of the City of Prattville located in Elmore County, splitting proceeds 50 percent to Elmore County General Fund and 50 percent to City of Prattville General Fund, with 10 percent of each portion placed in special funds for improvements.

• Distributes remaining balance in the special fund established under Act 2003-435 as follows: 50 percent to City of Prattville within 60 days of the act's effective date, and 50 percent to Elmore County Commission for capital improvements or economic development in the Prattville area.

• Requires the Elmore County Commission to expend county funds only after notifying Prattville City Council of intended expenditures, with any unexpended funds by September 30, 2024 split 50-50 between the city and county.

• Abolishes the Elmore County special fund by October 31, 2024 and immediately abolishes the City of Prattville special fund established under Act 2003-435.

• Authorizes the Elmore County Commission to remit the City of Prattville's portion of lodging tax proceeds (33 percent of remaining net proceeds) to the city within 30 days for economic development purposes.
