SB171 - Alabama Numeracy Act Summary

• Establishes the Alabama Numeracy Act to improve K-5 mathematics proficiency through evidence-based instruction, with a goal of students achieving grade-level or above proficiency by end of fifth grade.

• Creates an Elementary Mathematics Task Force to recommend comprehensive mathematics curricula, professional development, and approved assessment systems for K-5 schools, and a Postsecondary Mathematics Task Force to develop teacher training guidelines.

• Establishes the Office of Mathematics Improvement within the State Department of Education with a director and regional coordinators to monitor implementation and support "full support" and "limited support" schools identified by lowest mathematics proficiency.

• Mandates allocation of mathematics coaches to K-5 schools (one coach for schools with fewer than 800 K-5 students, two coaches for larger schools) and requires intensive interventions, summer mathematics programs, and multi-tiered support systems for students with mathematics deficiencies.

• Terminates all plans, programs, and expenditures related to Common Core State Standards and prohibits adoption of any national standards that cede control of Alabama's educational standards.
