Allows direct wine shipper licensees and wine fulfillment center licensees to ship wine to Alabama residents in any county or municipality statewide, including dry counties, rather than being restricted by local alcohol regulations.

Prohibits the board from requiring applicants to provide additional liquor liability insurance beyond standard requirements, background checks on officers/employees/agents, proof of citizenship, or in-person meetings as part of the licensing application process.

Exempts direct wine shippers and wine fulfillment centers from registering as foreign entities with the Secretary of State under Section 10A-1-7.01.

Requires quarterly reporting to the board containing shipment details including consumer name/address, carrier information, tracking numbers, and proof of age-21 signature on delivery.

Becomes effective on the first day of the third month following passage and approval by the Governor.
