• Modifies periodic reporting requirements for county procurement by making reports to the Chief Procurement Officer discretionary ("upon request") rather than mandatory, with a minimum frequency of once every 30 days.

• Adds exemption from competitive bidding requirements for purchases by the Alabama Department of Rehabilitation Services of supplies and services for its consumers.

• Authorizes the Chief Procurement Officer to award multiple purchase contracts for push-to-talk services through a separate competitive bid process, rather than allowing multiple awards based on technical compatibility requirements.

• Clarifies that cooperative purchasing agreements exclude voice or data wireless communications services, and requires such agreements to use source selection methods equivalent to standard competitive bidding procedures.

• Effective date: October 1, 2022.
