SB175 Summary

• Amends Section 29-9-4 of the Alabama Code to explicitly add "capital outlay" as an allowable nonrecurring expense for the Education Trust Fund Advancement and Technology Fund.

• Allows funds from the Education Trust Fund Advancement and Technology Fund to be appropriated for facility repairs, deferred maintenance, classroom instructional support, facility insurance, school security measures, transportation, and education technology and equipment purchases.

• Requires the fund balance to equal or exceed $10 million before any appropriations can be made, and prohibits using these funds as pledges for debt service issuance or payment.

• Divides annual appropriations between public schools and higher education institutions according to the percentage split certified by the Legislative Services Agency, Fiscal Division at the end of the preceding fiscal year.

• Takes effect immediately upon passage and approval by the Governor.
