Amends Code of Alabama Sections 33-1-16, 33-1-31, and 33-2-180 to authorize the Alabama Port Authority to build, own, and operate intermodal and multi-modal transfer facilities in addition to existing authorized facilities.

Expands the definition of dock facilities to remove the geographic limitation requiring facilities to be located only on navigable rivers, streams, or waterways, allowing facilities to be located at other locations within the state as determined by the port authority.

Grants the port authority authority to formulate and promulgate rules and regulations for operation of seaports, harbors, and any assets related to intermodal or multi-modal transfer facilities owned or operated by the port authority.

Establishes penalties for violations of port authority rules and regulations as Class A misdemeanor offenses, with fines up to $5,000 and possible imprisonment for not more than one year.

Becomes effective on the first day of the third month following passage and approval by the Governor.
