Requires retirees under the Teachers' Retirement System, Employees' Retirement System, or Judicial Retirement Fund to draw retirement benefits for 12 consecutive months before returning to compensated work with participating employers without suspension of benefits.

Allows retirees who have met the 12-month benefit-drawing requirement to return to work without suspension and without contributing to the retirement system or earning additional service credit.

Exempts elected officials from the work restrictions so they may serve for compensation without suspension of benefits if their position is otherwise prohibited from participating in the retirement systems.

Repeals Sections 16-25-26, 29-4-6, and 36-27-8.2, which previously authorized certain retired public employees to return to work with limited restrictions.

Becomes effective on the first day of the third month following passage and approval by the Governor.
