• Authorizes courts to order the Department of Human Resources to conduct pre-placement investigations under Section 26-20A-19 if evidence regarding each parent's home and living situation is insufficient for the court to make an informed decision.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
