• Allows members of governmental bodies to participate in meetings via electronic communication (telephone, video conference, etc.), with participation counting as physical presence for quorum purposes.

• Requires every meeting to have at least one physical location available for public attendance where members of the public can hear all persons participating remotely.

• Mandates governmental bodies post a summary of electronically-conducted meetings within 48 hours on their website (or by alternative method) detailing deliberations and actions taken with reasonable specificity.

• Prohibits electronic participation for specified bodies including the Board of Pardons and Paroles, Public Service Commission, legislative standing committees during sessions, and the Alabama Ethics Commission.

• Requires a majority of quorum members to be physically present at the noticed meeting location, all votes must be taken by roll call, and members participating remotely cannot claim reimbursement for expenses.
