• Amends the Alabama Drycleaning Environmental Response Trust Fund Act to require owners, operators, and wholesale distributors of drycleaning and wholesale distribution facilities to participate in the program and be covered by the act, with a registration deadline of January 1, 2023.

• Establishes registration fees of one percent of gross receipts (capped at $25,000 annually) for drycleaning facility owners/operators and $5,000 annually for wholesale distributors, with special provisions for new facility owners and retired persons.

• Allows former owners or operators of drycleaning facilities to obtain coverage by paying an annual registration fee of $5,000 per site until the site achieves "no further action" status from the department.

• Increases deductible amounts for fund coverage from $10,000 to $25,000 for impacted third parties and from $50,000 for wholesale distributors (effective January 1, 2023), while eliminating the deductible for adjacent landowners.

• Modifies fund expenditure limitations to cap support at $250,000 per fiscal year per site and $1,000,000 total per site that registers after January 1, 2023, unless the board determines an emergency endangers public health or the environment.
