• Extends tuition reimbursement eligibility under the Alabama National Guard Education Assistance Program to active members who are dually or concurrently enrolled in high school and college.

• Caps private college tuition reimbursement at the rate of the state-supported public institution with the highest tuition and instructional fee rates.

• Clarifies that the program may only pay for the first degree obtained, with short certificates, long certificates, and associate degrees classified as stackable undergraduate credentials that may count toward a baccalaureate degree.

• Exempts students dually or concurrently enrolled in high school and college from the requirement to complete the Free Application for Student Financial Aid (FAFSA).

• Repeals Article 2 (Section 31-10-20 and following) relating to supplemental educational assistance benefits for National Guard members; becomes effective on the last day of the month of passage and approval.
