SB270 Summary

• Amends Section 45-51A-32.113 of the Alabama Code to establish personnel system rules for Montgomery County and municipalities with 5,000+ population.

• Designates certain senior city positions as exempt service, including chief of police, fire chief, chief financial officer, city attorney, and department heads, appointed at the pleasure of the mayor.

• Allows individuals removed from exempt positions by the mayor for reasons other than willful neglect of duty, corruption, incompetency, or malfeasance to return to their previous competitive or classified service status if they held such status at initial appointment.

• Requires persons appointed to exempt positions to meet minimum qualifications established by the personnel board and have compensation set by the personnel board pursuant to a pay and classification study.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
