Requires the Alcoholic Beverage Control Board to give private liquor licensees 30 days to select non-allocated liquor products before delivery to state liquor stores, with a maximum selection of 50 percent of available products if more than 10 cases are available.

Mandates distribution of allocated liquor products at an 80/20 ratio, with 80 percent going to private liquor licensees and 20 percent to the board.

Establishes the Allocated Liquor Product Advisory Board composed of retail liquor licensees, restaurant representatives, manufacturer and distributor representatives, and the ABC Board chair to designate which liquor products are "allocated" each quarter.

Allows private liquor licensees to purchase liquor from state liquor stores at the same price and conditions available to individual customers.

Becomes effective on the first day of the third month following passage and approval by the Governor.
