SB291 Summary

• Increases the Board of Trustees of the Alabama Community College System from one to two at-large members appointed by the Governor, with one designated as a workforce expert and one as a member of a racial minority.

• Establishes a nominating committee effective January 1, 2023, consisting of the Governor, Lieutenant Governor, a board trustee, and a workforce expert selected by the Business Council of Alabama and Manufacture Alabama to submit three qualified nominees for each trustee vacancy to the Governor.

• Grants the board authority to approve or deny in writing expenses exceeding $50,000 for the Chancellor or senior staff, any legal, lobbying, or public relations consulting expenses regardless of amount, and transactions during interim presidencies exceeding $20,000.

• Creates the Workforce Reform and Alignment Act requiring the Alabama Workforce Council to submit annual reports on business and industry workforce needs with peer reviews of all workforce programs to the board and legislature by July 1 annually.

• Requires the Chancellor to submit annual reports to the legislature detailing noncredit workforce programs, senior staff pay and responsibilities, consulting contracts exceeding $20,000, and quarterly reports beginning July 1, 2023, on interim presidencies and president vacancy actions.
