Requires prior approval from the Attorney General before any state department, board, bureau, commission, committee, authority, or office may enter into settlement agreements, including prelitigation settlements, separation agreements, employment termination agreements, or releases.

Prohibits settlement agreements from including confidentiality, nondisclosure, or nondisparagement provisions without prior Attorney General approval.

Clarifies existing law that grants the Attorney General control and direction over all litigation concerning state interests.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
