Increases the special recording fee charged by the Bullock County judge of probate from $7 to $10 per document or instrument filed in the probate office.

Requires the special recording fees to be deposited into a special account used for probate office operations, including equipment and computer upgrades for the recording system and employee training.

Establishes an additional $4 tag issuance fee for each motor vehicle license tag issued or renewed by the judge of probate's office in Bullock County.

Directs the $4 tag issuance fee to be deposited into the county general fund rather than a special account.

Becomes effective on the first day of the third month following passage and approval by the Governor.
