SB304 Summary

• Adds definitions for "residential dwelling" (structures covered by International Residential Code) and "residential jobsite" (up to 3 adjacent structures in a subdivision or up to 8 attached dwellings under one roof)

• Expands board composition to include a master plumber and master gas fitter whose work is primarily residential as separate board positions

• Allows board to issue emergency certificates of endorsement to out-of-state licensees in good standing during declared emergencies for up to 60 days

• Permits board to adopt continuing education requirements for licensees and expand examination options for journeyman plumbers and gas fitters to include oral, written, or board-approved methods

• Establishes apprentice-to-journeyman/master ratios: minimum 3 apprentices per supervisor on non-residential jobsites and minimum 5 apprentices per supervisor on residential jobsites

• Effective date: first day of the third month following passage and Governor approval
