• Requires employers to provide 12 weeks of unpaid family leave to eligible employees for child adoption within one year of placement, running concurrently with federal leave entitlements.

• Mandates employers who provide paid maternity leave for childbirth also provide equivalent paid leave or a minimum of two weeks paid leave to employees adopting children during the first year after placement.

• Allows Teachers' Retirement System members to purchase up to one year of service credit for time spent on maternity or adoption family leave by paying the full actuarially determined cost.

• Permits state employees to donate accrued and unused leave to colleagues taking adoption or maternity family leave, with adoptive parents eligible to receive up to two weeks of donated leave per adoption.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
