SB311 Summary

• Allows persons, firms, corporations, or associations operating cervidae (deer family) enclosures to register annually with the Department of Conservation and Natural Resources upon compliance with Chapter 11 of Title 9 and all applicable regulations.

• Establishes a registration fee of $2,500 per year, subject to adjustment, with all fees due by July 1 annually and deposited into the Game and Fish Fund.

• Permits registered enclosures to conduct gun deer stalk hunting beginning on the earliest date set by the Commissioner and ending no later than the final date for any private land deer hunting, with duration equal to the minimum consecutive calendar days set for private hunting.

• Authorizes Department agents, game wardens, and law enforcement officers to enter, inspect, and enforce all game and fish laws on registered enclosures.

• Establishes Class C misdemeanor penalties for violations, and prohibits violators from future registration and from serving as officers of registered entities; authorizes the Commissioner to adopt implementing rules.
