Prohibits occupational licensing boards from revoking, suspending, or taking action against a physician's license based solely on recommending or prescribing non-FDA-approved COVID-19 treatments if the physician exercised independent medical judgment and the patient provided written, informed consent.

Requires pharmacies to fulfill prescriptions for non-FDA-approved drugs, biological products, or devices for COVID-19 treatment and prohibits blocking patient access based on lack of FDA approval.

Requires health care facilities to provide patients with requested off-label uses of FDA-approved drugs, biological products, or devices for COVID-19 treatment.

Establishes civil causes of action against licensing boards, pharmacies, or health care facilities that violate these provisions, with available remedies including injunctive relief, attorney fees, and court costs.

Provides immunity from civil liability for pharmacies, pharmacists, licensing boards, and health care facilities that comply with the bill's requirements.
