• Requires physicians to verify before performing an abortion that the woman has received a free resource access assistance offer through a toll-free hotline staffed by support professionals who explain pregnancy-related services and connect women to resources.

• Provides comprehensive pregnancy support services including healthy pregnancy program services, care plan coordination, assistance with medical care, housing, employment, financial needs, substance abuse treatment, mental health counseling, and screening for abuse and human trafficking.

• Prohibits organizations and care agents providing these services from being abortion providers, having abortion-related affiliations, employing recent abortion providers, or referring women to abortion services.

• Establishes enforcement mechanisms including annual audits of 10 percent of abortion medical records by the Department of Public Health, civil penalties of $5,000 per violation, and license revocation for facilities with non-compliance rates exceeding 5 percent; becomes operative 20 months after enactment.
