Authorizes the City Council of Homewood to establish and regulate an entertainment district in the West Homewood Business District, generally along Oak Grove Road and Oxmoor Road, as designated in Exhibit B of Homewood City Council Resolution No. 21-184.

Allows retail licensees of the Alabama Alcoholic Beverage Control Board to obtain an entertainment district permit, enabling patrons to carry open containers of alcoholic beverages throughout the entertainment district boundaries.

Permits licensed establishment patrons to exit with open containers within the district but prohibits them from entering another licensee's premises with any containers of alcoholic beverages acquired outside their current location.

Prohibits non-licensees from possessing or bringing open or closed containers of alcoholic beverages acquired outside the entertainment district into the district during operating hours.

Vests enforcement authority with the City of Homewood and authorizes the city to establish penalties for ordinance violations consistent with existing law; act becomes effective immediately upon passage and gubernatorial approval.
