Amends Section 17-3-8 of the Alabama Code to increase the maximum number of working days the Etowah County Board of Registrars may meet from 207 working days to meet not more than five days each week.

Adds Etowah County to the list of counties (Baldwin, Calhoun, Chilton, Lee, Madison, Mobile, Montgomery, St. Clair, and Morgan) authorized to have boards of registrars meet up to five days per week for official duties.

Maintains existing requirements for special registration sessions, including the allowance of up to 25 days for sessions held away from courthouses, on Saturdays, or during evening hours (5:00 p.m. to 9:00 p.m.).

Requires notice of special sessions at least 10 days in advance through posted bills, newspaper advertisements, or radio/television announcements.

Becomes effective on the first day of the third month following passage and approval by the Governor.
