SB36 Summary

• Expands the definition of "gas" regulated by the State Oil and Gas Board to include carbon oxides, ammonia, hydrogen, nitrogen, noble gases, and occluded natural gas found in coal beds, in addition to natural gas and casinghead gas.

• Declares that underground storage of carbon oxides, ammonia, hydrogen, nitrogen, and noble gases serves the public interest and welfare of the state and is for a public purpose.

• Grants the State Oil and Gas Board jurisdiction and authority to regulate the operation and abandonment of underground storage facilities.

• Authorizes the board to require reasonable bonds or other financial security from storage operators to ensure compliance with board rules and orders relating to underground storage facilities, including their abandonment.

• Permits the board to adopt rules establishing fees and charges to defray the expenses of regulating underground storage facility operations and abandonments.
