SB5 Summary

• Prohibits medical procedures and medications on minors intended to alter gender appearance or delay puberty, including puberty blockers, cross-sex hormones, and gender-affirming surgeries, with violations classified as Class C felonies.

• Exempts procedures treating medically verifiable disorders of sex development, such as ambiguous external genitalia or diagnosed disorders involving abnormal sex chromosome structure or hormone production.

• Prohibits school nurses, counselors, teachers, and administrators from encouraging minors to withhold information about gender identity inconsistency from parents or from withholding such information themselves.

• Permits psychologists and psychological technicians to continue providing services within their scope of practice and does not modify existing medical liability standards under Alabama law.

• Becomes effective 30 days following passage and gubernatorial approval.
