• Prohibits counties from reducing distributions to the Department of Corrections through these third-party contracts and excludes registrations issued under Chapter 5 of Title 33 from the contract authorization.

• Requires all contracts entered into under this authority to comply with the licensing official's county procurement requirements.

• Authorizes the Department of Revenue to adopt rules for implementation and administration of this section.
