Adds Section 36-17-21 to the Alabama Code to establish procedures for Board of Trustees of the Alabama Trust Fund meetings conducted by virtual means.

Allows board members and committee members to participate in meetings via telephone conference, video conference, or similar communications equipment where all participants can hear each other simultaneously.

Virtual participation counts as presence in person for all purposes, including establishment of a quorum, deliberation, and taking action.

Requires virtual meeting equipment to allow members of the public to simultaneously listen to or observe meetings to the same extent required by Amendment 450 for in-person meetings.

Designates the State Treasurer's facilities for administering the Alabama Trust Fund and requires notice of meetings in compliance with Amendment 450 and the Open Meetings Act.
