Establishes the Alabama Airport Economic and Infrastructure Program under the Alabama Department of Transportation to fund improvements, pay debt service, and expand commercial air service at airports statewide.

Allocates 40% of annual appropriations to general aviation airports and 60% to commercial service airports, with commercial airport grants distributed based on pro rata share of federal Airport Improvement Program entitlement funds.

Authorizes the Director of Transportation to award grants to airports for acquiring, engineering, constructing, or maintaining airport facilities and air navigation infrastructure.

Funds the program through State General Fund appropriations to the Alabama Department of Economic and Community Affairs, with an intergovernmental agreement with the Transportation Department; prohibits using Department of Transportation earmarked funds.

Takes effect on the first day of the third month following passage and Governor approval.
