SB9 Summary

• Requires all federal funds received by Alabama under the Gulf of Mexico Energy Security Act of 2006 (Public Law 109-432) to be expended only within the state's coastal political subdivisions.

• Affirms that Alabama receives a minimum of 10 percent of qualified Outer Continental Shelf revenues each fiscal year, with 20 percent of allocated amounts distributed directly to coastal political subdivisions.

• Restricts fund use to five authorized purposes: coastal protection and restoration, fish and wildlife damage mitigation, federally approved marine conservation plans, mitigation of Outer Continental Shelf activity impacts through onshore infrastructure, and planning and administrative costs.

• Places the Alabama Department of Conservation and Natural Resources in charge of administering these federal funds according to the purposes authorized by federal law.

• Takes effect immediately upon passage and gubernatorial approval.
