• Amends Section 34-23-34 to authorize the Alabama State Board of Pharmacy to deliver disciplinary charges by personal service, registered/certified mail, or recognized courier service to the address on file.

• Amends Section 34-23-90 to require board elections for non-designated positions be conducted by a third party rather than the board directly.

• Transfers ballot tabulation responsibility from a canvassing committee to the third-party election conductor, with results certified and audited by that third party.

• Maintains existing election procedures including biographical sketches of up to 150 words, September 1 ballot delivery deadline, and October 1 ballot return deadline.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
