SJR 107 Summary

• Establishes a Joint Interim Study Commission on Public Charter School Funding to examine funding mechanisms for Alabama's public charter schools, which currently number eight with two more scheduled to open in Fall 2022.

• Commission membership includes 22 positions filled by state education officials, legislative leaders, education association representatives, school finance experts, and county revenue commissioners from Mobile, Jefferson, and Montgomery counties.

• Requires appointing authorities to ensure commission membership reflects racial, gender, geographic, urban, rural, and economic diversity of the state.

• Commission must study public charter school funding in Alabama and determine new methods of funding including additional or alternative state or local revenue sources.

• Commission shall submit findings, conclusions, and legislative recommendations to the Legislature no later than the third legislative day of the 2023 Regular Session, after which it dissolves.
