Creates the Alabama Public Records Study Task Force to study current Alabama statutory and case law and recommend proposed legislation updating Alabama's public records laws (Sections 36-12-40 and 36-12-41, Code of Alabama 1975, originally adopted in 1923).

Task force comprises 13 members appointed by the Governor, Lieutenant Governor, Senate President Pro Tempore, Speaker of the House (2 members), Chief Examiner of Public Accounts, Alabama League of Municipalities, Association of County Commissions, Alabama Association of School Boards, Alabama Press Association, Alabama Broadcasters Association, Executive Director of Alabama Public Television, Executive Director of Alabama Ethics Commission, and Deputy Director of Alabama Law Institute (who serves as chair).

Requires task force to hold first meeting within 60 days of passage and conduct at least one public hearing in Montgomery with 30 calendar days advance notice; all hearings, meetings, and submitted materials shall be open to the public.

Task force shall submit report with findings, conclusions, and recommendations for reform legislation to the Legislature by the third legislative day of the 2023 Regular Session, including recommendations on accessing public records, records exempt from disclosure, and enforcement mechanisms.

Task force dissolves upon filing its report with the Legislature.
