Honors Tom Walker for his outstanding service to the American Village, an educational campus in Montevallo, Alabama founded in 1995 that has served over three-quarters of a million students from the Southeastern United States.

Recognizes Walker's appointment in 2017 as one of sixteen citizens to the United States Semiquincentennial Commission, which leads the nation's 250th birthday celebration in 2026, where he was unanimously elected Vice Chair.

Acknowledges Walker's educational background including a Bachelor of Arts with honors in History and Political Science from the University of Montevallo and a Master of Arts in Political Science from Mississippi State University.

Commends Walker's numerous honors and awards including an Honorary Doctor of Laws from Troy University (2020), the American Bar Association's highest national award for K-12 law-related education, the DAR Medal of Honor, and the SAR Gold Citizenship Medal.

Notes Walker's professional service as former City Manager of Northport, Alabama, former Vice Chair of the Board of Trustees at the University of Montevallo, and founding chair of the Alabama Higher Education Partnership.
