Appropriates $443,343,362.50 from the Coronavirus State Fiscal Recovery Fund for health care services ($80 million), broadband expansion ($51 million), water and sewer infrastructure ($225 million), unemployment trust fund ($79.5 million), and administrative costs ($7.8 million).

Appropriates $136,796,346 from the Coronavirus State Fiscal Recovery Revenue Replacement Fund for broadband expansion ($34 million), telemedicine ($5 million), health care services ($36.8 million), rural hospital assistance ($30 million), emergency response providers ($20 million), and inmate housing reimbursements ($11 million).

Appropriates $191,887,857 from the Coronavirus Capital Projects Fund for broadband and technology infrastructure investments to be delegated to the Alabama Department of Economic and Community Affairs.

Allows unexpended funds to be reappropriated through December 31, 2026, and requires majority approval from legislative leadership for any fund reallocations if uses become ineligible.

Creates a Joint Legislative Oversight Committee to monitor fund implementation and requires the Department of Finance to report all Treasury expenditure filings to the Legislature within five days.
