Appropriates $443,343,362.50 from the Coronavirus State Fiscal Recovery Fund for pandemic-related healthcare ($80 million), broadband expansion ($51 million), water/sewer infrastructure ($225 million), unemployment compensation ($79.5 million), and administrative costs ($7.8 million).

Appropriates $136,796,346 from the Revenue Replacement Fund for broadband expansion ($34 million), telemedicine ($5 million), healthcare services ($36.8 million), rural hospital assistance ($30 million), and emergency response provider support ($20 million).

Appropriates $191,887,857 from the Coronavirus Capital Projects Fund to the Alabama Department of Economic and Community Affairs for broadband infrastructure and technology capital investments.

Creates a Joint Legislative Oversight Committee on American Rescue Plan Act State Funds with authority to request reports and conduct hearings on fund implementation and requires the Department of Finance to provide Treasury expenditure reports to the Legislature within five days of filing.

Any unexpended funds as of September 30, 2022, shall be reappropriated for the same purposes through December 31, 2026, and allows the Director of Finance to reallocate funds among categories with approval from legislative leadership and budget committee chairs if uses are deemed ineligible.
