Creates a 7-member Jefferson County Cemetery Board appointed by state House (4 members) and Senate (3 members) representatives serving staggered terms of 2-4 years, with initial terms of 2, 3, and 4 years, then standardized to 4-year terms thereafter.

Board chair appointment alternates between House and Senate members on 2-year terms, with the initial House-appointed chair serving until March 1, 2023.

Establishes a Jefferson County Cemetery Account funded by pistol permit fees: $50,000 initial funding plus $25,000 annually, with an additional one-time payment of $200,000 within 30 days of the act's effective date.

Board responsibilities include supervising cleanup and maintenance of neglected cemeteries, coordinating with the sheriff for inmate labor, purchasing equipment up to $500, and enforcing adopted rules; board may only perform maintenance on private cemeteries after finding the condition is a public nuisance.

Exempts cemeteries owned by religious organizations and private, family-owned cemeteries from the law; county commission has no authority over the board and no county funds shall be expended for cemetery purposes.
