HB109 Summary

• Establishes the Alabama Credential Quality and Transparency Act creating the Alabama Credential Registry, a free public online database of educational and occupational credentials managed by a committee chaired by the Governor with representatives from technical colleges, early childhood education, higher education, commerce, labor, and rehabilitation services.

• Creates the Alabama Terminal on Linking and Analyzing Statistics (ATLAS) on Career Pathways Act to establish a secure longitudinal database system managed by the Office of Education and Workforce Statistics within the Department of Commerce, governed by the P-20W Council, to exchange deidentified education and workforce data from partner entities while protecting privacy and security.

• Requires all data released to be deidentified and available to the public in linked, open, and interoperable formats aligned with widely recognized standards, with procedures for handling data breaches under the Alabama Data Breach Notification Act of 2018.

• Establishes the Alabama College and Career Readiness Act requiring all public school students to earn one or more college or career readiness indicators approved by the State Board of Education before graduation, effective with the 2025-2026 school year.

• Makes unauthorized release of collected data a Class C felony and becomes effective the first day of the third month following passage and approval by the Governor.
