Creates the Motor Vehicle Maintenance and Replacement Fund in the State Treasury for the Board of Pardons and Paroles to fund maintenance, lease, and purchase of motor vehicles only, with no funds permitted for salaries or other purposes.

Requires the Board director to notify the Director of Finance and chairs of House Ways and Means and Senate Finance and Taxation committees at least 10 days before purchasing or leasing vehicles, including number, cost, and designated purpose.

Prohibits the Board from transferring motor vehicles to other state departments or agencies; vehicles and property may only be sold by public auction or negotiated sale to other state departments, counties, or municipal entities.

Mandates public auction sales be advertised for at least two weeks in advance in newspapers of general circulation and on a public bulletin board, with property available for inspection 48 hours prior to sale.

Imposes liquidated damages of $1,000 to $10,000 on persons responsible for sales violating these procedures, recoverable by the Attorney General; all sale proceeds must be deposited into the Motor Vehicle Maintenance and Replacement Fund.
