• Authorizes disability insurers to offer paid family leave benefits through employer-sponsored group policies or voluntarily purchased employee policies under the "Paid Family Leave Income Replacement Benefits Act."

• Permits paid family leave benefits for five qualifying reasons: providing care for a family member with a serious health condition, bonding with a newborn or newly adopted/foster child, addressing military service-related exigencies, caring for an injured family service member, and other leave specified in the policy.

• Requires insurance policies to provide a minimum of two weeks of family leave benefits during any 52 consecutive calendar weeks, with policies setting forth benefit amounts, wage calculations, and optional unpaid waiting periods.

• Allows policies to limit, exclude, or reduce benefits for reasons including failure to provide notice/certification, willful harm, employee work during leave, eligibility for other compensation programs, and periods before policy eligibility begins.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
