• Amends Alabama Code Section 15-1-3 to establish a certification process for court interpreters in criminal proceedings, protection from abuse proceedings, and juvenile court proceedings.

• Requires individuals to become certified as interpreters by successfully passing an interpretation test created and administered by the Administrative Office of Courts or an approved entity.

• Authorizes the Administrative Office of Courts to establish a mandatory certification fee paid by individuals seeking certification to cover costs of developing, administering, and grading the interpretation test.

• Maintains existing provisions requiring interpreters to swear an oath, maintain confidentiality and attorney-client privilege standards, and receive fees calculated according to a schedule established by the Administrative Director of Courts with state Comptroller approval.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
